Description

Album des Pavillons 2000 shows it as a blue flag with the national flag in the canton and a yellow version of the state coat-of-arms on the lower fly, the flag surrounded on three sides with yellow border. I believe that the yellow border around the three sides is not fringe, but an actual border, i.e. part of the flag field. That does no mean, I guess, that there might not be some fringe in addition.

I must admit I have never seen either this flag or the Minister of Defence one. Moreover, I am pretty sure that these have no variant for use ashore. (...) I assume that if such flags exist, they are used on the rare ocassions when one of these VIPs visit a naval base or vessel.

Particularly considering that it appears on the top, bottom and fly sides only, I would be very much inclined to think that the yellow border is rather a golden fringe.
